RFC 8805: A Format for Self-published IP Geolocation Feeds specifies a standard for publication of geolocation information, which is used here for the University IP networks.
A standard for the discovery of geolocation feeds has not yet been specified, but here is one proposal. Publication of the University of Strathclyde's data by means of this resource is provided as an interim.
